and the SC32/L8 TAG meeting

1.0 Administrative Matters

1.1 Review of Minutes of Previous Meeting
The minutes were approved.

1.2 Approval of the Agenda
The agenda was approved as amended.

2.0 Reports

2.1 Report on NCITS/L8 SIG meetings (D. Gillman/J. Newton)
Two SIGS were held. SIG Topics will be covered in later agenda items.

2.2 Report on SC32 matters (B. Bargmeyer)
The JTC 1 meeting resolutions from Sendi are available.
Resolution 7 -Acceptance of the US offer to be Secretariat for SC 32.
Resolution 17 -Approval of the new SC 32 Scope and organization.
Resolution 43 - Approval of the Revision 4 of the Directives.
SGML work from JTC1 WG 4 (formerly SC 18/WG 8) will go into a new SC34 Document Description and Processing Languages. We desire close liaison between the SC 32 work and the SC 34 work.

Douglas Mann met with Marisa Topping on May 28, 1998 at ANSI. The meeting covered issues related to setting up the SC 32 Secretariat.

2.3 Report on status of terminology (D. Gillman/D. Mann)
Dan Gillman & Doug Mann met to resolve the Canadian Comments for DIS 11179-1. Dan incorporated the changes into the current version. Some of the comments should best be resolved in the context of the proposed New Work Item for the update of ISO/IEC 11179, Part 3 and concurrent coordination of changes throughout all of the parts to assure uniformity across the whole 11179 family of standards.

2.3 Report on NCITS/L8 projects which may be candidates for being transferred to other committees (B. Bargmeyer)
X3.61 Location -- NCITS L1 is willing to accept the Location standard, but is questioning why other geographic standards, the Hydrologic Unit Codes and Water Bodies of the World would not be transferred. The reason is that SC 14 proposed sending the international equivalent location standard to TC 211 and L1 is the US TAG to TC 211. The other standards did not have international equivalents in SC 14.

L8 is currently working on revision of Hydrologic Unit Codes. Phong Ngo wrote the SD 3 proposal. The work should be coordinated with L1. Roger Payne is willing to act as editor for the Bodies of Water of the World, if there is sufficient interest. L8 is interested in the information technology enablization of the Hydrologic Unit Code and related standards. IT enabilization is the transformation required to move from standards written on paper to standards maintained in a ISO/IEC compliant metadata registry. If L1 does not want to geographic location we should take it back. Bruce Bargmeyer with get with Phong Ngo to discuss the status. Roger Payne is interested in being editor for Bodies of Water if there would be other interested participants.

2.5 Report on Metadata Registries Workshop, April 15-17, 1998.
Over 70 people attended the workshop. All presentations, a list of participants, and related information are on the L8 web site. A future workshop is planned. Larry Fitzwater and Doug Mann will prepare a questionnaire to obtain attendee views of the workshop.

3.0 Status of Projects

3.1 Status of Data Element Classification and Attribution Project(X3 Project 399-DT and 400-DT) ISO/IEC equivalent standard 11179 - Parts 1 and 2
11179 - Part 1: The comments from the last CD ballot were resolved. It will be taken to the WG 2 meeting. Judy Newton will present it at the WG 2 meeting and record resolution of any comments.
11179 - Part 2; This is out for FCD. We hope to receive the ballot results and comments in time to resolve them at the WG2 meeting.

3.2 Status of NCITS/L8 Metamodel for the Management of Shareable Data (X3.285) (D. Mann)
X3.285 is an ANSI standard as of April 15, 1998. Doug Mann gave the ANSI publications editor an electronic copy of the standard on May 28, 1998.

3.3 Project X3.310, Representation of Time for Information Interchange (B. Parker)
Burt Parker recently provided the ANSI editors with an electronic copy of the standard. It is expected to be published in June 1998.

3.4 ISO/IEC/JTC1 TR NP: Specification of Data Value Domains (J. Newton)
This was revised to incorporate the comments from the ballot. It is on the L8 ftp site and the WG2 web site. The L8 SIG participants reviewed the revisions and made editing suggestions that will be taken to the WG2 meeting.

3.5 X3.145, Codes for Identification of Hydrologic Units - SD-3
Covered in 2.4.

3.6 Liaison with ITS America Council of Standards Organizations (CSO)
This is a group coordinating the ITS standards. NCITS feels that formal relationships may be desired with L8 and L1. Since CSO [get Andy's note in here]

 

4.0 IR Activities

The L8 Plenary session was paused while we met via teleconference with other members of the US TAG to SC 32. The results of that meeting were sent to the SC32 reflector by Tony Saris.

4.2 IR Responses to international issues through ITIC and ANSI (P. Ngo)
Phong Ngo sent out ballots on ISO/IEC 11179-2. The results of the balloting were sent to ANSI.

4.3 L8's comments on JTC 1 N5286, Proposed Modification to the SC32 programme of Work.
L8 supported the new SC 32 programme of work. JTC 1 approved it at the recent Sendai, Japan meeting.

4.4 Convener for SC 32 WG2 - Metadata

A call for conveners was sent out by NCITS. Work has been underway for several months to propose Eliot Christian as Convener for WG 2.
Motion: L8 proposes Eliot Christian as Convener of JTC 1 SC 32 WG 2

The US TAG to SC 32 also supported this nomination. As soon as the US TAG to JTC 1 ballot is complete the nomination will be forwarded for SC 32 action.

4.5 New Work Items

L8 is preparing discussion Drafts of eight New Work Items. These are to be taken to the SC 32 meeting in Brisbane for discussion. The NWIs are:


Motion: To accept the discussion drafts of the NWIs as prepared. Doug Mann will get them to ANSI (Marissa Topping) for the SC 32 document register and to JTC 1 SC 32 WG 2 (Joe Christiansen) for placement of the SG2 Website.

4.6 JTC 1 SC 32 WG 2 Scope
The "meta data" should be "metadata".
Motion: To accept the scope that was drafted in the JTC 1 SC 32 Planning meeting and amended at the Joint L8-T2 Meeting in May 1998 with the change of "meta data" to "metadata".

5.0 New Business

5.1 Membership drive.

Welcome new members.
Health Care Financing Administration (HCFA) and 3m Health Care were present.

5.2 L8's role in the new alignment with JTC 1/SC 32
This still needs resolution.

5.3 Future work program:

5.3.1 Reference implementations of ISO/IEC 11179 and X3.285

5.3.2 Extension of ISO/IEC 11179 and dpANS X3.285 to encompass additional data concepts, like derived, complex, audio, video, graphic, blob data elements; databases, reports, displays, messages, interfaces, compliance issues

5.4 L8 - T2 Committee Merge
Each attendee expressed their views on the possible merge of the committees. There was a diverse set of views. Bruce Bargmeyer, Douglas Mann, Tony Sarris and Murray Freeman are drafting a proposal for a merged committee. Dan Gillman will also work on the proposal.
Motion: To have Bargmeyer, Gillman and Mann to represent L8 on the proposal editing.
