1.0 Administrative Matters

1.1 Review of Minutes of Previous Meeting
The minutes were approved as written.

1.2 Approval of the Agenda
The agenda was approved as amended.

1.3 Membership attendance list and address list
L8 membership list was passed around for correction. The attendance list for this meting is attached.

1.4 Officers

1.5 Document Distribution Report (D. Gillman)
Documents were distributed electronically before the meeting. Members requested the examination of a way to have a log of L8 email for browsing and later review.

 

2.0 Reports

2.1 Report on NCITS/L8 SIG meetings (J. Newton)
Judith Newton reported that the SIG met on March 17-18, 1999 and it will meet on the afternoon of March 19, 1999. The SIG was working on the SC 32/WG 2 Study items in order to prepare new work items. It is also working on the Revision to ISO/IEC 11179-3. The SIG meeting reports are available on the L8 website (http://www.lbl.gov/~olken/X3L8).

 

2.2 Report on SC32 matters (B. Bargmeyer)

Bruce Bargmeyer reported on the activities of SC 32. The delegates that have been identified for SC 32 and WG 2 meetings in May 1999 at Matsue Japan are:

Dan Gillman as Head of Delegation

The SC 32 meeting will be held in January 2000 at Santa Fe, New Mexico. This will have an Open Forum for Metadata Registries on January 10-14, 2000. The WG 2 will meet on January 17-12, 2000.

    1. Report on WG 2 matters (E. Christian)
      Eliot Christian reported on the WG 2 meeting of February 8-12, 1999 in Washington DC. This was followed by an Open Forum on February 16-19, 1999. The meeting papers and the Open Forum information are posted on the L8 web.

The next Meeting is in Matsue, Japan in May 1999. This will be followed by a meeting on May 16- 18, 2000 in Brussels at CEN. A CEN Multimedia meeting will be parallel with the WG 2 meeting in Brussels.

 

2.4 Report on NCITS/L8 projects (D. Gillman)
Dan Gillman reported that three NCITS L8 projects relating to geospatial data have been approved for transfer to NCITS L1.

Three NCITS L8 projects approved by L8 for removal, these were precursors to ANSI X3.285. These projects, numbered 399, 400, and 455, were sent to NCITS for their approval of the removal.

2.5 Liaison report on activities of TC204 and ITS America (A. Schoka & B. Parker)
Andy Schoka reported the ITS P1489 part 2 (ITS Data Dictionary) distribution was approved in the committee and it is going to IEEE for approval. ITS P1489 Part 2 is getting final editing for committee review. An ITS data registry effort is being initialized as a coalition where there is discussion of how SDOs can recover costs via a subscription fees. A business plan exists for the coalition. A functional design exists for the registry. A URL exists for the registry at www.ieee.org/???

2.6 Bruce Bargmeyer reported that EPA is planning a freeware version of the Environmental Data Registry in MS Access and Designer 2000.

 

2.7 Report on SC32/WG2 Meeting, Washington (E. Christian)

2.8 Report on Metadata Registries Open Forum (B.Bargmeyer)
The February 1999 Open Forum was well attended. The next Open Forum will be in Santa Fe, New Mexico in Jan 2000. The attendees of the 1999 Open Forum want the next forum to have beginners and advance tutorials. It is expected that this next Open Forum will have tracks for environment, health terminology, survey statistics and, electronic commerce. There will also be an implementors day.

2.9 There will be a presentation entitled "Validation of Information Models" models on Monday March 22, 1999 at NIST. This will be given by Dr. John Sharp.

 

3.0 Status of Projects

3.1 Status of ISO/IEC 11179-1 Framework (D.Gillman)
The editor, Dan Gillman, received comments on the ballot. There was a discussion on the resolution of comments that he prepared. He will use the suggestions to prepare Part 1 for FDIS. This is expected to be completed before the WG 2 meeting in May.

3.2 Status of ISO/IEC 11179-2 (Classification) (B.Bargmeyer)
The editor, Bruce Bargmeyer, reported that Part 2 passed the FCD ballot, Mike Huhns added changes to align Part 2 with 11179-1. The resolutions of comments and revised Part 2 will be completed quickly.

3.3 Status of ISO/IEC 11179-3 revision (D. Mann)
Doug Mann reported that a number of change proposals have been prepared. He will be revising the model to more fully utilize the UML notation.

3.4 Status of ISO/IEC 15452 (Data Value Domains) (J. Newton)
Judith Newton reported that 15452 went to ISO for the final vote. This final document was sent to SC 32 for forwarding to ISO.

 

4.0 IR Activities

4.1 Request for IR
Frank Farance (from T2) has sent papers to be IR.

4.2 US delegates to SC32 and SC32/WG2 meetings, Matsue, Japan, May 21-28, 1999 (D. Gillman)
A US SC 32 TAG needs to be established and a Head of Delegation needs to be established through NCITS.

 

5.0 New Business

5.1 Merger of T2 and L8
Dan Gillman has worked to consolidate projects. Dan is getting T2 project information from Tony Sarris for review. Once the project work is in order Dan will go to NCITS to address the merger. L8 has unanimously approved the merger.

The SIG will address a new name for the combined committee

5.2 Questionnaire document JT/99-0022 (attachment) (D. Gillman)
See the L8/99-006 document for this topic on a reference to the international standards under consideration (6523-1, 6523-2). This was developed as an international standard and not as a National standard so the answer to the question is "N" to "No Equivalent national standard is known."

5.3 Comments on document N215 (attachment) (D. Gillman)
Comments for part 1 are in the L8/99-007 document. Dan will send these and the revised 11179-1 document on to SC 32 where it will be sent to ISO for final vote.

5.4 NWI's
Object Extensions (T. Culpepper)
They are awaiting revisions to the metamodel.

XML (F. Olken/J. McCarthy)
Consideration for merging the Part 3 revision & XML was endorsed as the XML
is a representation of Part 3.

The SIG is directed to address the issue of placing the interface behavior into the P3 revision.

The SIG is directed to address the issue of conformance clause to specify interface.

Phong will produce papers for discussion at the next SIG to establish a topic at the WG 2 meeting.

Registry Content (L. Fitzwater)
The SIG discussed the Judith Newton’s paper and the EPA paper. EPA will revise their paper. Judith is responsible for the first two part. The annexes will stay. Dan will look at the use cases.

Complex Data (D. Gillman)
This was rolled into the Content Study area. There was lot of discusion in the Open Forum on Complex Data. The approach seems to be handled by the proposed metamodel. Dan will add information into the content document for Complex Data.

Terminology (B. Bargmeyer)
A draft from Jim Carpenter is on the L8 FTP site. Henry Heffernan has provided many documentss for consideration. An international environmental thesaurus is evolving. There is interested in relating into ULMS work at NIH for the benefit of the ULMS and WG 2 work.
