1) Administrative Matters
a) Approval of the Agenda
Meeting opened by Dan Gillman at 0910. Agenda approved after Gillman amended by adding sections 3.g, 3.h, and 6.i.
b) Membership, attendance list, and address list
A sign up sheet was passed around and Bruce was asked about the status of the master address list. He has made no updates since the last meeting.

2) L8 Reports
a) Report on NCITS/L8 Task Group for Technical Development meetings (J. Newton)
Meetings were held in May and June. The Special Interest Group is now officially called the Task Group for Technical Development. The discussions were about the 6 open parts of ISO/IEC 11179, the TR 20943 technical reports, the knowledge representation projects (KIF and CG), and the Metatopia conference.
b) Report on JTC1/SC32/WG2 matters (L. Fitzwater)
WG2 last held a meeting New York in April, hosted by Farance, Inc. Part 3 of 11179 was sent out as an FCD ballot. Comments and votes are due by 1 October. US comments are due by September plenary. Part 5 of 11179 will go to CD in Victoria meeting. TR 20943-1, data elements, is out for FPDTR, and comments and votes due by 1 October. US comments are due by September plenary. The first working draft of TR 20943-3, value domains, is out. Comments due by 31 July. A second WD will be out by 31 August. Australia is no longer active in WG2. Ray Gates and Doug Mann will share editorship of 11179-3. Laura Reece may participate for Australia.
c) Report on JTC1/SC32 matters (B. Bargmeyer)
Interim funding to continue the secretariat for a year was found. Bruce will remain the SC32 chair as long as funding is there.
d) Report on NCITS/L8 matters (D. Gillman)
The call for volunteers for the chair for L8 is out and due in July. NCITS approved the formation of the Task Group for Technical Development, to replace the SIG.
3) Liaison reports
a) TC204 and ITS America (A. Schoka & B. Parker)
TC 204 just held meeting in Hebden Bridge, Yorkhshire, UK. ISO 14817 (Transportation Informatics - Requirements) is being issued as a CD. ITS America held annual meeting last week in Miami. The ITS registry has over 2000 concepts registered, including data elements, data element concepts, value domains, and message sets. Read only access is free, with 25 current registered users. Burt will write paper promoting ITS registry as ISO/IEC 11179 compliant registry.
b) OMG (B. Bargmeyer)
OMG is supposed to fast track MOF through SC32, but no progress to report on that.
c) W3C (B. Bargmeyer)
EPA paid for W3C representation. Bruce is designated representative.
d) TC 211 and L1 (B. Bargmeyer)
No report.
e) TC 37 (D. Mann)
No report.
f) TC 215 (D. Mann)

g) Learning Objects - SC36 (F. Farance)

a) Status of ISO/IEC 11179 – revision
i) Part 1 – Framework (D. Gillman)
Working draft to be issued for Victoria meeting. Attribute serialization will be added to document.
ii) Part 2 – Classification (J. Carpenter)
Working draft to be issued for Victoria meeting.
iii) Part 3 – Metamodel (L. Fitzwater)
FCD ballot issued. Voting period ends 1 October.
iv) Part 4 – Definitions (B. Bargmeyer)
Working draft to be issued for Victoria meeting.
v) Part 5 – Naming and Identification (J. Newton)
Comments on current draft due by end of June. Working draft to be issued for Victoria meeting. Possible vote for CD ballot in Victoria.
vi) Part 6 – Registration (P. Ngo)
Working draft was issued for Victoria meeting. Phong stated an issue - The certified registration status cannot be specified until required attributes for each administered item are set.
b) Status of ISO/IEC TR 20943
i) Part 1 – Data Elements (J. Newton)
FPDTR ballot open until 1 October. Comments are needed.
ii) Part 2 – XML (B. Bargmeyer)
This project needs to coordinate with ebXML and OASIS.
iii) Part 3 – Value Domains (D. Gillman)
Working draft to be issued for Victoria meeting. Needs comments on current draft.
c) Status of NCITS 1058-D and 1059-D
No report on progress.
