1) Administrative Matters

Dan opened the meeting at 9:10am.

a) Approval of the Agenda

The agenda was approved by unanimous consent after two items for the New Business section were added, one on 5 year review of projects, and the other on a Proposed Work Item for SC32 on standardized attributes for parts of the ISO/IEC 11179 metamodel.

b) Membership, attendance list, and address list

An attendance sheet was distributed. The attendees are listed below.

c) Review of minutes of previous meeting

The minutes of the previous meeting were not available at the time of the meeting. They are accessible through the link below. Please send any comments or corrections to these minutes or the ones from March to Dan. Andy Schoka located minutes from the Dec 2001 meeting, so they will be made available, too.

2) L8 Reports

a) Report on NCITS/L8 Task Group for Technical Development meetings (J. Newton)

The Task Group has had one meeting since the last Plenary, on 5-6 June. Discussed all parts of 11179, 20943, and 20944; discussed 11404, Common Logic NWI (combination of KIF and CG); discussed the Open Forum for Jan 2003 in Santa Fe; and described the Naming Workshop scheduled for NIST on 26 July.

b) Report on JTC1/SC32/WG2 matters (B. Bargmeyer)

Last WG2 meeting held in Seoul, 29 April - 10 May. 25 participants from 9 countries. 11179-3 was voted to move to FDIS! All other projects voted to progress to next stage, with the schedule in the WG2 Resolutions document on the SC32 web site. NWI for Common Logic approved pending notification of support by 5 countries. Japan submitted NWI for Metamodel Framework (previously called Registration of Business Objects). Connections between work of WG2 and WG3 explored in joint meeting with WG3.

c) Report on JTC1/SC32 matters (B. Bargmeyer)

Last SC32 meeting held in Seoul, 6-10 May. 60 participants.

d) Report on NCITS/L8 matters (D. Gillman)

All L8 projects now at international level, in SC32/WG2 and SC22/WG11. Dan reiterated the need for increased participation. All members share the responsibility to attract new participants. Work to review and edit documents is increasing with each passing month.

 3) Liaison reports

a) Intelligent Transportation Systems

i) ITS (B. Parker)

ITS data registry now has 2700 data items. Some data elements harvested from other standards. The URL for the registry is http://standards.ieee.org/regauth/its/index.html

ii) TC 204 (A. Schoka)

TC204 progressed ISO 14817 - Requirements for central ITS data dictionary - to FDIS, as 18 out of 20 countries voted "yes". Comments resolved during meeting in London.

b) OMG (B. Bargmeyer)

OMG still planning to pass MOF and XMI through SC32. OMG has shifted course to focus on Model Driven Architecture, away from CORBA. UML is the MOF application that drives this new approach, but UML tools still do not interoperate.

c) W3C (B. Bargmeyer)

Started ontology standard for Semantic Web, headed by Jim Hendler.

d) TC 211 and L1 (D. Gillman)

Norm Anderson is the new chair of L1, as Henry Tom needed to step down. Norm wishes to present L1 work at the next Task Group meeting. TC 211 is interested in registries, but not explicitly in 11179.

e) TC 37 (D. Mann)

No report.

f) TC 215 (D. Mann)

No report.

 

4) Status of Projects

a) Status of ISO/IEC 11179 – revision

i) Part 1 – Framework (D. Gillman)

First CD document due at the end of August.

ii) Part 2 – Classification (J. Carpenter)

First CD document due at the end of August.

iii) Part 3 – Registry Metamodel and Basic Attributes (D. Mann)

FDIS document sent to ITTF, as FDIS approved in WG2 meeting. Ballot will commence once ITTF issues it. IS status expected before the end of the year.

iv) Part 4 – Definitions (B. Bargmeyer)

FCD document due by the end of July.

v) Part 5 – Naming and Identification (J. Newton)

Major revisions are needed, so end of July deadline postponed. Results of Naming Workshop are expected to enhace the document.

vi) Part 6 – Registration (L. Fitzwater)

No progress. Burt Parker has offered to help write the document.

b) Status of ISO/IEC TR 20943

i) Part 1 – Data Elements (J. Newton)

DTR document due end of July. Need to incorporate changes made to 11179-3.

ii) Part 2 – XML (B. Bargmeyer)

A new reflector was established for this project. Many people expressed interest in participating. No substantive progress made yet on document.

iii) Part 3 – Value Domains (D. Gillman)

FPDTR document due at end of August.

c) NWI Common Logic [KIF+CG] (M. Gruninger)

WG2 approved the NWI as long as 5 countries express support. Draft document is needed.

d) Status of ISO/IEC 11404 – Language Independent Datatypes (F.Farance)

Next CD document due at end of July, and ballot issued at end of August.

e) Status of ISO/IEC 20944 – Interoperability and Bindings (F.Farance)

Project split into multiple parts. Currently there are 8 parts. Others, such as LDAP, may be added. Jim U'Ren volunteered to help write LDAP protocol.

 5) IR Activities

a) IR Report (F. Farance)

Learning Object metadata standard to be issued by IEEE. SC37 (Biometrics) was approved and created. Frank will be liaison for L8. Dan needs to write a letter to the SC37 chair to initiate the relationship. SC6 participation by INCITS TC was reinstated. New JTC1 directives are out. SC32 TAG may need to be formalized, due to JTC1 oversight. SC36 formed and has multi-lingual thesaurus project planned. INCITS/K5 committee has administrative problems.

 6) New Business

a) 5 year review of projects:

X3.50 - Representation of customary, SI, and other units using limited character sets - also was ISO 2955. ISO 2955 was withdrawn by SC32. Bruce moved to vote to withdraw X3.50 and Judy seconded. The motion was approved by a vote of 7,0,0,13.

ISO/IEC 11404 - Language independent datatypes - is under revision in SC22/WG11. Frank moved to vote to revise the current ISO/IEC 11404 and Bruce seconded. The motion was approved by a vote of 7,0,0,13.
