2) L8 Reports

a) Report on NCITS/L8 Task Group for Technical Development meetings (J. Newton)

Meetings covered 20943, 20944, 11179 projects.  Meeting was abbreviated by snow in December.  Await confirmation for the room assignments for upcoming meetings.

b) Report on JTC1/SC32/WG2 matters (L. Fitzwater)

No new items.  SC32 and WG2 meetings in January in Santa Fe.  Scheduled for last week in January and first week in February.  Agenda will be proposed during opening meeting.  Monday afternoon is opening plenary.  Need tutorial about WG2 for SC32.  Dan will provide delegate list. 

c) Report on JTC1/SC32 matters (B. Bargmeyer)

SC32 meeting scheduled for January.  Additional fee of $250 needed for meeting.  Must register for SC32 meeting.  Burt might be able to fund reception at SC32.  EPA is funding secretariat, for 2 years, with one year extension.  Letter of notice to be sent to SC32 and JTC1 TAGs.

d) Report on NCITS/L8 matters (D. Gillman)

All projects international  New members to join.  Dan gave annual report to INCITS November meeting.

e) Report from JTC1 Plenary (F. Farance)

Last JTC1 plenary in France.  Some things relevant to SC32:

1)      Criteria for making standards freely available e.g. previously freely available, definitional, framework or architecture

2)      Term publically available should be replaced by freely available

3)      11179, 20943, 20944 to be made freely available

4)      Could request to make all the work as new parts of 11179, therefore 11179 is the freely available series

5)      Problem with making drafts available

6)      Business plan, delta value, jtc1 value of standards are useful documents.  Delta value describes why one wants to bring work into jtc1

7)      New working group for technology watch – removing responsibility from individual SCs

8)      Catalog of general agreement with consortia and other committees

9)      Study groups on new technologies, such as Linux

10)  Societal and cultural awareness

11)   Improve cooperation between SCs and other organizations

12)   SC37 is new SC on biometrics

13)   National body comment template problems are going to be improved

14)  Frank and Doug working on standards terminology management

15)  Standards metadata

 

3) Liaison reports

a) TC204 and ITS America (A. Schoka & B. Parker)

TC 204 – Andy reported.  With TC 204 (renamed Intelligent Transport Systems), major initiative, ISO 14817 (requirement for TICS data dictionary)  FIDS ballot closed with no comments and all concurred.  Incorporates ideas from ISO/IEC 11179.  Several countries planning to implement: US, UK, Japan, Korea, Aus, and others.  Working on additional materials for implementation (WG1).  Published before end of year.

Burt reported. ITS data registry is still ongoing.  Configuration Control Cmte meets every month, on harmonization.  3300 data items.  30-40 are certified.  One issue regards enhancements and bug fixes, but board hasn’t met to address these.  IEEE leading effort on Common Data Dictionary – for person, location, time, etc (IEEE 1453).  Builds on previous work (IEEE 1489 and ISO 14817)

b) OMG (B. Bargmeyer)

DAMA International is co-sponsoring Open Forum.  Met 3 weeks ago with head of OMG in China.  Still intends to send OMG and XMI to SC32.  OMG is co-sponsoring Open Forum, too.

c) W3C (B. Bargmeyer)

Attended advisory committee meeting.  Tried to get them to see the need for registries, especially Eric Miller.  Invited EPA to join semantic web effort.

d) TC 211 and L1 (D. Gillman)

19115 elements are in EDR.  GIS community is interested in using registry for geographic data sets. GIS metadata (ISO 19115) is out for DIS ballot.

e) TC 37 (D. Mann)

No report.

f) TC 215 (D. Mann)

No report.

g) SC 37 (F. Farance)

New SC (Biometrics), US holds the chair and secretariat.

 

4) Status of Projects

a) Status of ISO/IEC 11179 – revision

i) Part 1 – Framework (D. Gillman)

CD ballot approved without comment.  Editor plans to hold an editing meeting at the WG2 meeting.

ii) Part 2 – Classification (J. Carpenter)

WD ready, and probably move to CD at WG2.

iii) Part 3 – Registry Metamodel and Basic Attributes (D. Mann)

Ballot for FDIS closed 3 December.  Ballot results will be sent secretariat by ISO.  The US approved the ballot.  International results 15 approval votes by P members, 4 abstentions, 27 total votes.  Ballot has passed.

iv) Part 4 – Definitions (B. Bargmeyer)

Part 4 is out for FCD ballot, which closes 13 April.  A 30 day letter ballot will be conducted.  The SC 32 document number is N0909.

v) Part 5 – Naming and Identification (J. Newton)

A new document due in January to base discussion on for WG2, probably not a new CD.  Old versions to be put up on WG2 web site.

vi) Part 6 – Registration (L. Fitzwater)

Part 6 has new WD.  Want to move to CD in Santa Fe.  Document not complete, but good enough for discussion.  Very much expanded version from published older version.  Dan will put document up on the L8/WG2 web site.

b) Status of ISO/IEC TR 20943

i) Part 1 – Data Elements (J. Newton)

Ballot for DTR went to JTC1, to closed 28 November.  US voted to approve the document.  14,0,6,28 – vote passed.

ii) Part 2 – XML (B. Bargmeyer)

Situation unchanged.

iii) Part 3 – Value Domains (D. Gillman)

PDTR ballot closes 18 December.  US approved with comments.

c) Status of NCITS 1058-D and 1059-D

i) Knowledge Interchange Format (M. Gruninger)

Sporadic work, last meeting in spring.  Planned meeting on weekend of 25 – 26 January in Santa Fe.  Document exists on CL, includes mapping to KIF and CG.

ii) Conceptual Graphs (J. Sowa)

d) Status of ISO/IEC 11404 – Language Independent Datatypes (F. Farance)

New draft available.  Sent to interested parties, and got some comments.  Feedback from SC22/WG11 determined whether another WD or go to CD.  Latest draft will go up on L8 web site.

e) Status of ISO/IEC 20944 – Interoperability and Bindings (F. Farance)

Part 0 now renumbered Part 1, and so on for the first 3 parts.  The status

f) Status of ISO/IEC 6523

WG2 needs to determine whether 6523 should be reconfirmed, withdrawn, or revised.

g) Status of IRDS Import/Export, ISO/IEC 13238-3

WG2 needs to determine whether 6523 should be reconfirmed, withdrawn, or revised.
