2) L8 Reports
a) Report on NCITS/L8 Task Group for Technical Development meetings (J. Newton)
Discussed all parts of 11179, and 20943. Still awaiting Common Logic documents. Still awaiting 20944 documents.
b) Report on JTC1/SC32/WG2 matters (L. Fitzwater)
Larry not present. WG2 meeting was held in Santa Fe, NM, from 27 January - 4 February.
c) Report on JTC1/SC32 matters (B. Bargmeyer)
Bruce not present. SC32 meeting was held in Santa Fe, NM, from 27 January - 31 January. SC32 co-hosted the Open Forum on Metadata Registries, also held in Santa Fe from 20 January - 24 January.
d) Report on NCITS/L8 matters (D. Gillman)
Dan not present. Several items of importance to L8 need discussion and resolution during this meeting. Items follow in specific agenda items. Frank Farance reported that Farance, Inc is prepared to continue funding the SC32 secretariat for the US.
3) Liaison reports
a) ITS America (B. Parker)
SDO's maintenance on hold for ITS registry. No enhancements expected this year. Submitters & stewards have little funding to expand.
b) TC 204 (A. Schoka)
No report, as Andy was not present.
c) OMG (B. Bargmeyer)
No report, as Bruce was not present.
d) W3C (B. Bargmeyer)
No report, as Bruce was not present.
e) TC 211 and L1 (D. Gillman)
Frank provided he report in place of Dan. ISO FDIS 19115 ballot is out. Frank is disappointed in quality of metadata concepts. Recommendation: L8 should notify INCITS executive board that ISO 19115 is an example in need of technical coordination, & encourage TCs to coordinate better with respect to metadata.
f) TC 37 (D. Mann)
Doug reported that TC 37 is interested in working with us. Much of this is based on the interaction during the Open Forum.
g) TC 215 (D. Mann)
Engaged in education type work that relates to the learning technology work of SC36 (chaired by Frank Farance).
h) FAA Registry (B Parker)
The registry is in stable mode. It contains 385 administered items, consisting of 132 data elements, 117 data element concepts, 80 value domains, 17 object classes, and 8 conceptual domains. Stewards & working groups are preparing case files. The system is an altered version of the Census Bureau CMR (corporate metadata repository). The URL for the FAA registry is http://fdr.faa.gov. Go to login at left as FDR_GUEST.
4) Status of Projects
a) Status of ISO/IEC 11179 – revision
i) Part 1 – Framework (D. Gillman)
FCD version due 1 May.
ii) Part 2 – Classification (J. Carpenter)
The next working draft will be out soon.
iii) Part 3 – Registry Metamodel and Basic Attributes (D. Mann)
The International Standard was published yesterday. It is freely available from the ISO web site.
iv) Part 4 – Definitions (B. Bargmeyer)
Frank will write up comments discussed in TGTD meeting and send them to Theresa.
v) Part 5 – Naming and Identification (J. Newton)
A new CD was just issued (SC32 N0972), everyone needs to read the document, and send all comments to Theresa.
vi) Part 6 – Registration (L. Fitzwater)
A new CD was just issued (SC32 N0973), everyone needs to read the document, and send all comments to Theresa.
b) Status of ISO/IEC TR 20943
i) Part 1 – Data Elements (J. Newton)
The document is complete and now awaiting publication.
ii) Part 2 – XML (B. Bargmeyer)
First working draft expected soon. First PDTR expected in December.
iii) Part 3 – Value Domains (D. Gillman)
DTR document due before June.
c) Common Logic (J. Sowa)
No report. The NP approved by SC32, and the ballot is expected soon.
d) Status of ISO/IEC 11404 – Language Independent Datatypes (F.Farance)
CD is out and comments are expected soon. Next revision will include a few sentences on sentinel values, e.g., "plus/minus infinity", "Not supplied", etc., which have no characterizing operations. Need to standardize on ability to classify values.
e) Status of ISO/IEC 20944 – Interoperability and Bindings (F.Farance)
Drafts are expected soon.
5) IR Activities

Recommend:
1. 285 be withdrawn in favor of 11179
2. Rewrite the standard for Time as profile of ISO standard
3. Rewrite standard for Date as profile of ISO standard
Frank has wording for profiles. Keep date & time separate.
Dan should respond to INCITS with our reply ASAP. Circulate and reply by April 1.
g) JTC 1 N 7033 - SC 32 Request for Project Withdrawals
Recommendation: agree to withdraw the projects in SC32.
