1)      Administrative Matters

a.)    Approval of the Agenda

·        D Gillman – add ISO 19773 Metadata Modules, part 1-Contact Information, part 2-Relations Information, part 3-Security Information to part 4 of the agenda

·        L Fitzwater requests WG1 status be added to the agenda. It will be added under new business

b.)    Membership, attendance list, and address list

·        We currently have 14 members in L8

c.)    Review of minutes of previous meeting

·        No objections to minutes of previous meeting

2)      L8 Reports

a.)    Report on NCITS/L8 Task Group for Technical Development meetings (J. Newton)

·        Welcomed new member, Harry Delugach to the L8 task group

·        Everything on track to meet January 2004 document delivery date.

·        19763 Framework for Metamodel Interoperability and 19773 status needed. F Farance requests SC32 WG2 projects be added as standing agenda items.

b.)    Report on NCITS/L8 matters (D. Gillman)

·        We need to get our 11179 work moving forward to enable 11179 version 2 to be completed by the end of 2004.

·        The Standards Metadata project has generated interest and visibility within JTC1, INCITS, ANSI, and several others. D. Gillman will provide a working draft by the end of 2003 to WG2.

c.)    Report on JTC1/SC32/WG2 matters (L. Fitzwater)

·        It is the intent of WG2 to produce a complete set consistent with part 3, version  2 of 11179 in 2004. Projects were open for all parts for the 2004 version, plus beyond 2004 version.

·        Does 20943 Procedures for achieving metadata registry content consistency Part 1 – Data Elements need to be revised to conform with the complete 11179 version 2?

·        WG2 has 32 P registered members with Australia, Canada, Korea, Japan, US, Great Britain, China represented

d.)    Report on JTC1/SC32 matters (B. Bargmeyer)

·        D. Mann substituting for B. Bargmeyer: The dates have been confirmed for the Xi’an, China 2004 meetings. The Metadata Registry Open Forum will be May 17-19, WG2 meeting May 20-27, SC32 meeting May 24-28

·        SC32 Secretariat funding is available “for a while” from EPA

·        Australia plans to attend the China meetings and present a short overview of the Australian Healthcare Model

3)      Liaison Reports

a.)    ITS America (B. Parker)

·        Schoka substituting for B. Parker: ITS is the Intelligent Transport System. They have an initiative for a data registry. During the last year the project has been in hibernation while the various SDO standards are being developed. The metadata registry was intended to be the catalyst for harmonization across the SDOs. A catalyst is needed for SDO coordination.

b.)    TC204 (A. Schoka)

·        Different P members are trying to implement ISO 14817. Trial implementation is underway for transport in the UK. Japan is also conducting a feasibility study. TC204 is attempting to build a data registry including a data dictionary and data element message sets.

c.)    OMG (B. Bargmeyer)

·        Issue: Progressing MOF and XMI through SC32. WG2/L8 will make certain the correct process is followed to prepare MOF and XMI for submission to SC32. WG2/L8 will be required to technically review the material. The documents are not yet in ISO format for editorial review. MOF is based on previous IRDS work per Doug. L8 has the most recent documents from OMG available to them.

d.)    W3C (B. Bargmeyer)

·        L. Fitzwater substituted for B. Bargmeyer. Bruce attended the November, 2003 Japan W3C meeting. Bruce is active in the semantic web organization. The next W3C meeting dates overlap with the China SC32 meeting.

e.)    TC211 and L1 (D. Gillman)

·        The L1 chair, Norm Andersen contacted Dan regarding TC211 and L1 putting together a GIS metadata registry. Dan asked L. Fitzwater to participate.

f.)      TC37 (D. Mann)

·        Work is progressing. TC37 is interested in setting up a registry containing some of their attributes. Doug will meet with TC37 in January or February, 2004

g.)    TC215 (D. Mann)

·        Doug is no longer involved with TC215. This item can be removed from future agendas.

h.)    FAA Registry (B Parker)

·        Burt is absent, no report

i.)      SC36 and V36 (F. Farance)

·        Metadata for Learning Resources. The metadata is different from other metadata due to the requirement of prerequisites, corequisites, and more. They are looking at 11179, Dublin Core, and MOF. SC36-WG4-N66 document available. They are looking at Dublin Core for their starting point.

4)      Status of Projects

a.)    Status of ISO/IEC 11179-revision

                                                   i.      Part 1 – Framework (D. Gillman)

o       Dan is tasked with rewriting part 1 to coincide with part 3, version 2. Draft will be provided by the end of 2003. Definitions of terms will be the same in part 1 as they are in part 3

                                                 ii.      Part 2 – Classification (J. Carpenter)

o       Jim is revising  part 2 to be in concurrance with the current version of part 3. N. Lawler will write the future version of part 2 that will be in conformance with the future version of part 3. Dan directed Jim to get a his revision out ASAP, which is by January 2004.

                                                iii.      Part 3 – Registry Metamodel and Basic Attributes (D. Mann)

o       The current, published version will not change. The project is open for future work.

                                               iv.      Part 4 – Definitions (B. Bargmeyer)

o       Bruce requested to no longer be the editor of part 4. D. Gillman will take over the editorship from Bruce

                                                 v.      Part 5 - Naming and Identification (J. Newton)

o       Revision draft provided for comments. Judith has received some comments. Comments due by December 19. Revision will be provided mid-January 2004

                                               vi.      Part 6 – Registration (D. Mann)

o       Revision of part 6 “sneak peak” is out for comments

b.)    Status of ISO/IEC TR20943

                                                   i.      Part 1 – Data Elements (J. Newton)

o       Part 1 is published

                                                 ii.      Part 2 – XML (L. Fitzwater)

o       Ray Gates is editor. Larry is convener of WG2. A working draft is available as a SC32 document

                                                iii.      Part 3 – Value Domains (D. Gillman)

o       Part 3 passed the FDIS, and is going to ISO for publication. JTC1 website states part 3 will be published in 2004. It will be made freely available.

                                               iv.      Part 4 – Framework (L. Fitzwater)

o       Larry reports Ray Gates has work in progress

c.)    Status of ISO/IEC 11404 - Language Independent Datatypes (F. Farance)

·        CD ballot on December 10, 2003. A WG11 ballot resolution meeting needs to be scheduled.

·        19744Standard will take four or five years to develop. Significant work required. Expect a CD2, maybe a CD3. ISO will expect progression of documents. CD1 to CD2 is not considered a progression

d.)    Status of ISO/IEC 20944 – Interoperability and Bindings (F. Farance)

·        CD document(s) will be provided shortly. Second batch of CDs due mid-January 2004. Drop dead date for 20944 is less than a year away.

e.)    Status of ISO/IEC 24706 – Standards Metadata (D. Gillman)

·        Opportunity for L8 to produce something other organizations will find very useful. Working draft expected prior to the end of 2003. The JTC1 Secretariat is considering using this to track project status.

f.)      Status of ISO/IEC 24707 – Common Logic (H. Delugach)

·        The Common Logic Technical Group is preparing a draft. Harry will request to be put on the February, 2004 L8 technical meeting to discuss the draft. CD produced 60 days ahead of the May 2004 China meeting.

g.)    Status of ISO 19763 Framework for Metamodel Interoperability (Doug Mann)

·        Standard is in four parts. Working draft documents available for some of the parts. Japanese effort.

h.)    Status of ISO 19773 Metadata Modules (F. Farance)

·        Part 1-Contact Information, part 2-Relations Information, part 3-Security Information. The standard will include normative reference for role-based access control in the security portion. Role-based access control is a NIST product. There are role hiearchies. Locale identifier will be included. D Mann warning that ISO 15944 part 4 covers similar ground. Jake Knoppers raised issues to ISO and TC46 on this topic. Frank: If you have to specify a language code, a country code, and a currency code, why can’t you group them together? Not planning to change the existing standards. Want to make a short identifier for the string. Andy: TC154 - Postal codes. There is a resolution to do away with 11180 to replace name and address for location information. Frank will send an email to Dan.

5)      IR Activities

a.)    IR Report (F. Farance)

·        INCITS Executive Board discussing hosting SC level meetings.  There is a question of technical committees having the ability to commit to hosting subcommittee meetings. Frank will research and report back to L8.

6)      New Business

a.)    Metadata Registries Open Forum, China – May 2004

·        Check web site for details at http://metadata-stds.org/openforum2004/default.htm. A call for meeting participation is out.

b.)    Call for volunteers for SC32 chair. Bruce Bargmeyer intends to step down May 2004. The SC32 Secretariat will remain in the US. The Secretariat appoints the new chair. US would like to the chair to remain in the US. Don Deutsch from Oracle Corp. has expressed interest in becoming the new SC32 chair. Bruce has officially taken retirement from EPA as of January 2004. Others are encouraging Bruce to remain as SC32 chair. Dan will call call Jim Melton, H2 to convene a meeting at the TAG to discuss.

c.)    WG1 situation

  • There is no US representation into WG1. The X12 arena participants have backed out. The Electronic Business participants are now looking for a home. They originally were with X3. X3 passed them to X12. X12 is the US committee dealingwith business transactions. Paul Lavine, Bill McCartney, and a participant from Microsoft were the US WG1 particpants. One possibility is for Paul, Bill, and Microsoft member to become members of L8. L8 responsibilities would be expanded. Another possibility is for a second technical group be formed under L8. Or, interested parties could get together to form their own INCITS TC. Any of the options require at least four participants. Dan thinks incorporating their program of work into the existing L8 structure would result in an overwhelming volume of work. eBusiness is substantially different from metadata. Dan suggests they form their own TC. X12 dropping out of WG1 could result in WG1 having too few members to go on. Dan intends to invite the ex-X12 US participants to the January, 2004 L8 technical meeting for a discussion of their future. There is consensus that L8 does not have the bandwidth or the inclination for WG1 work to be brought into L8.
  • Web Services (F. Farance) Francois Collette – JTC1 wants to do work in the web services arena. L8 can participate in the JTC1 sense of reviewing documents, and participating in planning discussions. Frank Farance volunteers to represent L8. Laura Reece volunteers to perform technical work. Dan will forward Frank’s name to JTC1 for L8.

7)      Future Meeting Schedule - 2004

  • January 15 and 16 – L8 technical meeting
  • February 18, 19, 20 -  L8 technical meeting and Plenary meeting – possible Australian visitor on Feb 18 – INCITS downtown location
  • March 24 and 25 – L8 technical meeting –  INCITS downtown location
  • April 21,22,23 – L8 technical meeting and Plenary meeting, tentative location: NIST North
  • May 2004 WG2 Meeting in China

 

  • Dan will reserve rooms at INCITS downtown Wash. DC for February and March meetings.
