France Farance motioned and Burt Parker seconded to have ballots for documents Common Logic (editor TBD), Standards Metadata (editor Dan Gillman), and Registration Authorities (editor Frank Farance) with all but question 6 asked yes, and 6 answered N/A for Standards Metadata. Passed unanimously.
Mike reported on common logic document (N 956). Trying to set up web based system to track open issues in order to come to consensus. Dan reported that L8 maintained open issues document for each document. Mike reported that their group needed to have more, e.g., documenting and tracking of members' responses or non-responses and their points at issue. Mike reported that they plan to imitate the W3C process for recording issues and consensus resolutions.
ISO/IEC 11179 Part 1: Dan Gillman reported that Part 1 would be out at end of April as FCD as agreed to in Santa Fe.
ISO/IEC 11179 Part 2: Jim Carpenter reported that little progress has been made on Part 2.
ISO/IEC 11179 Part 3 version 3: Version 2 has been published and freely available. Ray reported by email that an issues list exists that he is working on.
ISO/IEC 11179 Part 4: Initial ballot passed to approve FCD without comments. Initial ballot rescinded due to apparent lack of consensus so second ballot issued to approve with comments, which did not pass. Ballot period is over so need to send in U.S. position. The L8 position will be to abstain because committee could not reach consensus.
ISO/IEC 11179 Part 5: Review and consensus for U.S comments on Part 5.
1) After extensive discussions about whether to remove clauses 4 and 5 and, consequently, renaming Part 5, Burt Parker motioned and Jim Carpenter seconded that the name of Part 5 be changed to be Naming Principles after having removed clauses 4 and 5 referring to identification. 6-1-3. Motion carried.
2) Burt Parker motioned and Frank Farance seconded to accept Frank Farance’s comment to re-focus solely on “the standard description of naming conventions.” 7-0-3. Motion carried.
3) Motion by Doug Mann, seconded by Larry Fitzwater, to reject comment FF-Po5-026, proposed reword clause 6.2 list of items: 6-1-2.
4) Burt Parker motioned and Doug Mann seconded that all FF-P05-xx comments, except FF-P05-001, be rejected. 5-3-1. Motion carried.
5) Bruce Bargmeyer motioned and Jim Mercurio seconded that the vote of 4) be rescinded. 5-4-0.
As consensus on the scope of this document was not possible at this time, a continuation meeting was called for May 8. At that meeting, the U.S. comments were resolved into one general comment and the decision to vote "no with comment" was carried 6-1-1.
ISO/IEC 11179 Part 6:
As there was not enough time to resolve all comments, these were also addressed at the May 8 meeting.
At that meeting, all comments were resolved and the decision to vote "no with comments" was passed.
ISO/IEC 20944, Metadata interoperability bindings, is overdue. Frank Farance speculates that a draft is two to four weeks away.
ISO/IEC 20943 Part 1, Technical report on content consistency for data elements. Judith Newton reports that the document is awaiting publication.
ISO/IEC 20943 Part 2, XML. Frank Farance reports the document is in working draft stage
ISO/IEC 20943 Part 3, Value domains. Dan Gillman reports the DTR will be out for ballot before the end of May.
ISO/IEC 11404, Language independent data types. Frank Farance reports document has been sent out for CD ballot.
