Task 1. Goals, Objectives and Scope
Develop goals and objectives for this effort
Develop scope for this effort.
Produce standard for 11179: modification to existing metamodel and/or modifications to other Parts of 11179.
Metadata for terminology, classification and ontologies.
Assignment:
All – send suggestions to Bruce Bargmeyer, who will compile.
Task 2. Use Cases and requirements
Develop "use cases" for application of standard. What do you want it to do for you? E.g., terminology translator, reuse data elements, retrieval-make it easy. Each branch of the framework is expected to have a use case. We expect to derive the "requirements" from the use cases.

Task 3. Identify Relevant Standards
Identify relevant standards.
Map existing standards into framework (architecture).
Tom Kurihara will be the focal point for identifying other relevant standards.
Assignments:
All – Send Tom suggestions of relevant standards.
Tom Kurihara - Maintain a reference set of standards and distribute copies as needed.

Task 4. Standards analysis
Analyze relevant standards
Identify mismatches and gaps between existing standards/technology, to see what capabilities must be covered by the terminology module of a metadata registry.
Explore the development of definitions--including existing standards—observing their context.
Map standards to framework.

Task 5. Create Framework
Create a framework that lays out the major topics covered by this project. This should capture the topics discussed during the October 21, 1998 meeting of this group. It will be circulated for further development and refinement.
Assignments:
Bruce Bargmeyer to draft, all to review and comment.
Task 6. Explore instances of concept (semantic) unification as it may inform this effort.
Assignments:
List – Tom Kurihara (completed) - about 200 concept models
Tom will put the URL to this list on the project web page.
All- Use list to inform this effort.
Task 7. Create Draft of Standard

Task 8. Propose changes to 11179 metamodel (Part 3, revision)
Design the metadata registry structures needed to support semantics management. This may be the core "concept engine" that unifies existing standards and implementations that relate to terminology, and structured sets such as thesauri, topic trees, ontologies, …. Develop change proposals that can be applied to the 11179 metamodel in Part 3.
Work out how to manage concepts as specified definitions and associated with terms. This is the "dictionary" aspect of terminology management.

Task 9. Liaison
Request liaison with Object Project group for services needed.
Desirable to maintain liaison with NCITS K5, Terminology
Assignment:
Tom Kurihara will attend the next K5 meeting. Doug Mann will get the K5 information to Tom.
Task 10. Testbed
Two tracks:
--What is available off-the-shelf that can be stitched together
--New development
Assignment:
EPA to develop testbed. Others invited.
Task 11. Communications
Establish an email reflector for this project.
Assignment:
Bruce Bargmeyer has requested Alan Goldfine to do this. BB will update list based on attendees.
Task 12. Terminology panel
Organize the Terminology panel for the February 1999 WG 2 Open Forum.
Assignment: Bruce Bargmeyer will prepare written material for the call for participation. Members were selected to speak or to invite speakers.
